Under CBAM, countries and territories listed in Annex III (those participating in the EU ETS or with a linked system) are OUTSIDE the scope of CBAM — modelled here as factor 0.0 (no certificates owed). All other origin countries use defaultFactor 1.0 (default value applied in full; a producer may instead claim a lower verified actual value via an accredited verifier). This does not model any country-specific default-value variations that the binding methodology may define — reconcile against Commission Implementing Regulation (EU) 2025/2621 before production use.",
